Valery Borisov was born on May 31, 1957 in Kiliya, Odessa oblast'.

Valery Borisov is married, his wife Yelena (b.1957) is the director of cultural and recreational center "Sabina". They have one son, Dmitry (b.1981), he is the Director of "MTІ Ukraine", Deputy of Pechersky district council in Kiev.[3]
