Shophet literally, meaning "Judge" was a Political title of the rulers of Carthage and was elected by the people and confirmed by the hundred, to serve as chief magistrate of the Carthaginian Empire. The Shophetim did not lead armies, but served instead as the highest political authority of the city of Carthage.
