Phulwa is an Indian television drama series set against the backdrop of Chambal forest near Morena, Madhya Pradesh.[1] The story is loosely based on the life of Phoolan Devi, the dacoit-turned politician. [2]

The story is based on the life of a young girl Phulwa who is a sweet, loving and caring small girl but unluckily gets trapped in a ruthless spat between the villagers. In her fight against injustice created by the Thakurs of Chambal, she loses her innocence at the age of 11.
Shankar (Angad Hasija) is a dacoit who wants to take revenge from Bhavani (Prashant Narayanan) as he didn't marry Shankar's sister, Mahua (Wasna Ahmed). So, Shankar decide to ruin the life of Bhavani's sister (phulwa ). Eventhough, initially Phulwa succeeds in changing the mind of Shankar, circumstances force him to marry phulwa by applying sindoor. The panchayat decides that phulwa is married to a dacoit who is thrice her age and Phulwa is forced to go home with Shankar, but Shankar abandons her halfway.
Phulwa meets Mahua who takes her home, but phulwa is unaware that she is going to Shankar's home. Phulwa meets Shankar's family. Phulwa learns from Mahua that Shankar's elder brother and wife was killed by Bhavani and their daughter Chehek is now on wheel chair. Slowly, Phulwa helps Chehek to come out of the wheel chair and Shankar accepts phulwa but still maintains hatred towards her brother Bhavani. Another twist happens when Mahua stops Chotte Thakur who tries to burn down Phulwa's home. Insulted, Chotte Thakur vows revenge.
Chotte Thakur acts all good and proposes to marry Mahua, who gets upset as she is still in love with Bhavani. Phulwa confronts Bhavani and Bhavani tries to reveal Thakur's real intentions but is unsuccessful. Mahua she runs away from the wedding to marry Bhavani. Bhavani and Mahua wait for Shankar, when Bhavani flirts with Mahua and she runs into a barn where chotte thakur intercepts her. He stabs her at back and runs away. Bhavani finds Mahua with a dagger stuck in her back and as he is about to take it out Shankar sees him holding the knife. Shankar believes it is Bhavani who killed Mahua and that Phulwa was includeded in the plan. Bhavani takes Phulwa to her parents house and Shankar take Mahua to his house to do the final rites.
Phulwa and her parents plan to run away from their house and start a new life away from their past. They are caught on the way and phulwa is taken hostage. Phulwa's cousin Lakhiya (Aniruddh Dave) who was always thakur's right hand man had just brushed with death at the hands of the thakur. As part of his revenge against thakur, he sends his wife Sona (Manasvi Vyas) to Shankar's house with a recording of the conversation between Mahua and Thakur before she was murdered by him. In the tape, he confesses the fact that 10 years ago he had been the one who had killed shakar's elder brother and sister-in-law not bhavani. Shankar and Bhavani go to save Phulwa, but thakur traps them and beat them while phulwa is tormented in the other room. Thakur shows Phulwa the dead bodies of her family members except Phulwa's borther, Babu. Some how they all escape from the house and meets near the lake. But Sharbati ( Aalesha Phulwa )deceives him and informs thakur of the place. Thakur reach there and kill shankar but Phulwa, Bhavani and Babu are safe on the other side of the lake.
After death of Shankar and Phulwa's family membersBhawani takes phulwa and babu to their hideout where they meet a new lady dacoit, Gayatri (Shikha Singh), who encourage phulwa to take her path. Phulwa removes all jewellery and ask picks up gun with revenge in her eyes.
After 10 years, Now she is having her own giroh (group) of dacoits and helps poor and fight against injustice, especially against thakurs. Chotte thakur is married to Sharbati.
During the marriage of Phulwa's friend Chunni, Phulwas is trapped by Thakur and Sharbati. Here, Sharbati confesses to killing of Masterji (Shankar). Phulwa overpowers Chotte Thakur and forgives him initially, but kills him afterwards in way of self protection and Phulwa herself gets shot. Bhawani brings unconscious Phulwa to Gayathri. Meanwhile, the dacoits catch a man hanging assuming him to be a doctor. Very soon, it is revealed that he is not and he tells his name as Shatrughan ( Ajay Chaudhary ). Meanwhile, Bade Thakur and Sharbati pledges revenge against Phulwa for the killing of Chotte Thakur and Shatrughan knows that Phulwa, who has now recovered from the wound, is the leader of the gang.
Phulwa feels that she is done with her revenge, with the death of Chotte Thakur, but Gayathri feels otherwise and inspires her not to put down the weapon. Meanwhile, Sharbati, introduces a new girl, Nirali, to malign the image of Phulwa among the villagers and she is almost successful at it. Phulwa, attempts to save the girl, but instead it was Sharbati disguised as Nirali. Sharbati attempts to poison food made by Gauri (Trishikha Tiwari)
News spreads that new ACP has taken charge and Phulwa starts suspecting Nirali (Sharbati) for poisoning her food. Phulwa tells Nirali that she plans to kill Thakur and brings a dummy of Thakur and gives opportunity to Nirali (Sharbati) to kill him. Sharbati falls into Phulwa's trap and points gun at Phulwa, thus revealing herself
After a few weeks,it is revealed to everyone that Shatru is is the new ACP who wanted to arrest Phulwa and her successors(kabeele wale). It is also shown that he is already engaged to Aarti. He reveals his true identity in front of phulwa during prayers in the temple. Phulwa along with her kabeeley is sent to the jail where they spent a few weeks. Advocate Roshni (Rakshandha Khan) tries to help phulwa claiming that phulwa is innocent and should be sent back home. After a few days Phulwa marries ACP Abhay, to take revenge, so she stays at thakurs house where she will be able to complete her aim. Presently in this show, phulwa is staying in thakurs house (as chotti bahu of thakur).Phulwa still tries to take revenge from the thakur as well as her husband,Abhay.
