NY 283 begins in downtown Watertown, where it meets US 11, NY 3, and NY 12 at the city's Public Square. The route departs US 11 and NY 12 at a 45-degree angle and maintains a northeasterly routing through the city as Factory Street. Near the eastern edge of the downtown district, NY 283 crosses the Black River by way of Sewalls Island and becomes known as Pearl Street. East of Watertown, it parallels US 11, NY 3, and the Black River through the town of Calcium toward the Fort Drum military reservation. At the edge of Fort Drum, NY 283 terminates at a signalized intersection with NY 342; however, the right-of-way of NY 283 continues into Fort Drum.[4]
The entirety of modern NY 283 outside the Watertown city limits, as well as an extension of Pearl Street southeast through Fort Drum to NY 3 in Felts Mills, was maintained by Jefferson County until August 1, 1979, when the road was transferred to New York State as part of a highway maintenance swap between the two levels of government.[5] In the 1980s, Pearl Street was designated NY 283.[1][2] The designation also continued west into Watertown along locally maintained portions of Pearl and Factory Streets to Mill Street.[2][6] By 1996, maintenance of Pearl Street within Fort Drum had been turned over to the military reservation while the piece of Pearl between the Fort Drum limits and Felts Mills was redesignated as NY 971V, an unsigned reference route 0.87 miles (1.40 km) in length.[3][7] The portion of NY 283 within the city of Watertown is maintained by the city.[8]
The entire route is in Jefferson County.
