Kalbajar (Azerbaijani: Kəlbəcər, also spelled as Kelbajar, Kälbäjär, Kelbadzhar, Kelbadshar, Kelbadjar, Kelbadžar) is the administrative center of Kalbajar Rayon of Azerbaijan. The city along with the associated rayon is under the control of the unrecognized Nagorno-Karabakh Republic after it was captured by Armenian forces during the Battle of Kalbajar, near the end of the Nagorno-Karabakh War.[1]

Nagorno-Karabakh War

During the Nagorno-Karabakh War, Kalbajar fell under control of Armenian forces although it is situated outside of the former Nagorno-Karabakh Autonomous Oblast and had very little military importance.[2] The capture of Kalbajar in 1993 was condemned by UN Security Council Resolutions. Human Rights Watch findings concluded that during the Kelbajar offensive Armenian forces committed numerous violations of the rules of war, including forcible exodus of civilian population, indiscriminate fire and taking of hostages.[3]
