The war commissar or Kriegskommissar was a Danish Army, Norwegian Army, Prussian Army, Swedish Army and Soviet army military official who was responsible for supplying military arms and provisions, and was in charge of the military budget and conscription.

In the Soviet Union the war commissar was a direct political representative of the Soviet Government with the army.[1]The Commissars during World War 2 were very strict. They would often shoot any soldier retreating soldier for treason.
The title was later called the Prussian Minister of War in 1808
