History

Campus

Campus facilities

The administration building is a 5-story marble building where the President’s office, Office of General Affairs, the Academic Office and other administrative offices, meeting rooms, and Research Institute of Public Security Affairs are located. On the roof of this marble building are three satellite dishes.

This is a 5-story building, which is the center of academic life with lecture rooms and offices for professors located in between the administration building and the library.

It is a three-storied building of 2,046 square meters behind the lecture building, which has a seating for 285 persons and about a collection of 108,000 books. With Reference books and domestic/foreign periodicals/Police resource room on the 1st floor; General books on the 2nd floor; and reading areas on the 3rd floor, the reading area is open for 24 hours every day. Inside the reading area, there is an additional room for students who are preparing examinations such as national examinations and graduate schools. As the electronic library is currently operating, students can have access to a variety of information regardless of time and place.

The center is located on the east side of the Administration building accommodating club activity rooms, lounge, meeting lounge, billiard room, karaoke, grocery store, barber shop, faculty dining hall, and a credit union.

The Living Hall has four living building which can have the accommodation of up to 500 people, also equipped with 128 modern rooms. The living buildings are called as follows: Diligence Building (1st living building); Justice Building (2nd living building); Practice Building (3rd living building); and Honor Building (4th living building). Besides the living hall for male students, there are female students-devoted living halls such as Wonhwa building (5th living building) and Beophwa building designed for police manager trainees (6th living building.) The one living room is provided for 3-4 students, which will contribute to creating family-like atmospheres.

It is the only academic research institute for the police, which have greatly contributed to the public security of the nation and great achievements of the police. it has the 3-storied building built on Jan. 13, 1999, in front of the Beophwa building, with research rooms and meeting rooms on the 1st and 2nd floors and test preparation room on the 3rd floor.

As the world's only police symphony orchestra, it has greatly contributed to establishing the new image of the police and boosting the upgraded police activities to fulfill state-of-the-art security services, by holding the private-police joint concert on the Police's Day and participating a variety of concerts.

In addition, it plays a pivotal role in proceeding high quality events by giving assistance to the police band and fanfare band at the graduation and appointment ceremonies. It has orchestra and private training rooms at the three-floor building, which is situated at the western wing of the main building.

The Gymnasium has wooden/mattress floors for Taekwondo / Kendo / Judo / Hapkido and a weight room on the 1st floor, and a basketball (volleyball) court with 1,000 seats on the 2nd floor.The gymnasium was named “Kyongdo Gymnasium” in 1992 meaning “a place to train the mind and physique of police officers.”

The main field has a 400m track, a grass soccer field with 10,000 seats, and a second field is for baseball and soccer games with 1,000 seats.

For the purpose of training physical forces for university students, there are the following athletic facilities equipped in the campus: global standard-sized swimming pool; four-sided tennis hall, one-sided multi-purpose gymnasium for basketball, volleyball, futsal, and handball; and the 9-hole outdoor golf courses with the 24-bat indoor training facility.

The 238 pyeong-sized indoor shooting range (785.4) has 16 automated firing lines in a row, perfectly equipped with quieters, with the diverse distances of 25 meters, 15 meters, 10 meters, and 5 meters, from which firing pistols is available.

The Children's Traffic Education Center(3,300㎡), which opened on May 4, 1993, is fully equipped with the following various facilities: audiovisual education - such as VTR, traffic signs, and traffic indoor education center(99㎡), - and practical training - such as motor cars and traffic safety education, - with the view to preventing children's traffic accidents and inspiring citizens' awareness for public order. Approximately, the number of visitors for the center is rapidly increasing, with the annual record of 35,000 children (including kindergartners.)

Symbol

The logo of the Police Academy was created on November 23, 2005, in the year of the 60th anniversary of police foundation. The eagle emblem which was created under US military trusteeship (1945) suffered controversy on its identity, and was changed to the Korean eagle "Cham suri", which expressed the eagle (police) stretching its wings over the "Mugunghwa" (nation and its citizens) while flying up towards the sky, meaning that the police will protect the nation and its citizens. Also, a laurel tree which represents the campus, was inserted to express the meaning of a sanctuary of education, with the date of its foundation "1979".

It was built on September 29, 2005, to celebrate the 25th anniversary of its founding and mark a quantum leap toward the world's first police education institute. It was created in the traditional style of architecture to inspire the grandness and beauty.

The main gate was completed on September 2, 1983. The pillars symbolize the people’s cane that supports the nation and the people. The octagonal shape of the pillars represent responsibility to protect all directions of our nation, the beam between the pillars represent the democratic police forces as the nation's main beam, the keyhole is the school opening the door of truth, and the two wings represent strong patriotism and honor to guard the nation from insecurity and fear.

The tower was designed by professor Kookkyung Cho at Seoul National University, School of Art, and unveiled on April 8, 1985. The rising shape represents the Police University’s symbol of the eagle, meaning patriotism, justice, and honor. The body in the center represents the patriotism, the two wings justice and honor, and the formation changes with distance. The simple tower from afar becomes detailed as you approach the tower rising on the slope, emitting strength from diagonal lines of the design. The tower also measures 1,984 cm to represent the year it was completed, and the central separation line aligns with the summit of the Buphwa Mountain on the background.

This Justice Tower was created to commemorate the 1st graduates 1985, and it is set in front of the residence halls to guide the students to their path with “Those who pass through here, the nation relies on you!” inscribed in their hearts.

It was built on August 14, 2001, to honor the great achievements by 12 fallen police officers for the sake of the nation and the people, and inspire their professionalism to the younger police. The tower was made by Architect Han, Chan-Jo, with the size of 3 meters in width, 3 meters in length, and 4 meters in height, which includes the names of fallen police officers and their brave turn around the tower. The tower features a standing police officer, which has the shape of 5-angled sculptures and triangled pillar to support the Moogoonghwa firmly. The five angles represent country, justice, honor, patriotism, and service-based police spirit, while the middle triangled pillar represent an ever-prospering country based on the freedom and stability.

The sculpture was founded on January 21, 1983, in the hill near the Living Hall, which has the overview of students moving here in there. It is the sculpture which represents the police's patriotism, loyalty, justice, and sacrifice.

Freshman Orientation

Prior to enrolling in the school, the National Police University provides freshmen with a two-week orientation program, which aims to broaden the scope of the students' general understanding on the organization and university of the police, enhance basic educational minds required for the undergraduate studies, establish basic academic attitudes as a police university student, and inspire awareness such as union and sacrifice among students at the same time. In this regard, orientation programs offer in-depth educational courses such as the comprehensive understanding on the police and the police university, life guidance, physical training, and attitudes required for the group living.

General understanding on the university Such as the university's history and the understanding on the organization of the police Students are offered a variety of opportunities to gain insights on the police and the police university by participating the introductory programs such as university's curriculum, campus life, and the police, titled 'History of the Police and the Police University' and 'Future-oriented Ways as a Police Officer.'

Brainstorming program Students experience brainstorming program for the establishment of the viewpoint toward a country and national identity.

Special lectures featuring the celebrities are arranged to help students have a right viewpoint toward the country and a sense of responsibility.

Physical training In this term, we establish basic attitudes and physical training as a police university student. The ritual training will provide students with a chance to establish basic attitudes as police university students and boost basic physical forces by way of the march, various physical training, and athletic games.

Self-discovery programs The educational program with such vision-making procedures as 'I -> we -> vision' will help students have clear goals and vision prior to the enrollment and start their school lives with a more-prepared mind-set.

Curriculum - Regular Semesters

Major subjects

Four majors of police law, criminal investigation, police administration, and 30credits(requisite 20 credits, selective 10credits) need to be taken for each course. Major courses may be taken from the junior years, and deals with intense areas like police law, police administration, police science related to practice, based on the major fundamental courses taken before.

Requisite courses for police law are commercial law, civil proceedings act, illegal act laws, international law, labor law, special criminal law, study of civil criminal judiciary law, and selective course are economic law, intellectual property laws, taxation laws, environmental law, private international law, cyber law, and inheritance law.

Requisite courses for criminal investigation are criminal sociology, scientific investigation, violent criminal investigation, narcotic investigation, victimology, cyber criminal investigation, intellectual criminal investigation, security investigation, investigation, investigation of external affairs, and selective courses are juvenile delinquency, investigation of traffic accidents, international crimes, accounting investigation, statistics, comparative criminal judicial system, special criminal law, and study of civil criminal judiciary law.

Requisite courses for police administration are police management, police scheming, police analysis, district administration, statistics, administrative reformation, government regulation, administrative, moral services, and selective courses are Korean economics, accounting, Korean government, administrative development, criminal economics, crime preventive administration, and international affairs.

Requisite courses for public order are safety management, investigation of traffic accidents, crime prevention and outside duty for community safety, principles of traffic management, analysis of security information, terrorism, traffic safety regulations, social collective behavior, police duty education law, and selective courses are statistics, offense against public morals, police in localism, analysis of security information, traffic policy, analysis of traffic accidents, operation defense, and defense and safety of events.

Major base subjects

The major base subjects is a previous phase designed for the study of majored subjects, which have academic curricula to lay a basis for law, public administration, and police science. Students may attend the class from their 1st graded to 4th graded 1st semester. A total of 85 academic credits should be completed. The department of law regulates the completion of law(43 credits) and public administration(12 credits) and the department of public administration regulates 35-credit law and 20-credit public administration. The two departments regulate the completion of the police science(30 credits).

Law provides its academic courses for the pure theory of law - such as constitution, administrative law, police administrative law, criminal law, criminal procedure law, investigation procedure act, criminal case study, civil law, and marketable securities law - and basic law science connected to the executive.

The subjects for public administration are basic public administration subjects - such as organization, personnel administration, financial administration, leadership theory, statistics, social science methodology, and social order theory - and basic subjects for the police administration such as police administration, police theory, and law implementation theory.

The subjects for police science consist of the followings, introduction to police science, introduction to criminal science, criminal psychology, police ethics, Korean police history, police superintendency theory, criminal prevention theory, criminal investigation theory, police traffic management and enforcement theory, police guidance theory, security information theory, forensic science, police activities and human rights and comparative police theory.

Liberal art

The subjects for liberal arts regulates the completion of 25 academic credits by the whole students(15 mandatory and 10 optional). The subjects consist of general liberal arts subjects necessary for university graduates to learn, and foreign language classes in line with the new globalized era.

It is a basis to understand the humans and society, also balancedly consisting of ethics, history, athletics(tennis and golf), related subjects to liberal and social sciences. It is a previous phase to understand the major base and major subjects.

Foreign language classes are largely classified into English and the second foreign language. The subject of English and Culture is mandatory to learn 1st and 2nd semesters for the 1st grade, conversation for 4 semesters at the 1st and 2nd grades. As for the second foreign language, reading comprehension is mandatory for the 1st and 2nd semesters of the 1st grade, conversation at the 1st and 2nd semester of the 2nd grade. In addition, English conversation, English prose, current affairs English, and the second foreign language special lecture classes will be provided in the 3rd and 4th grades as selective subjects.

Summer/winter semesters

Summer/winter semesters are offered in spring, summer and winter semesters. In summer for 4 weeks prior to summer vacation, English, computer, swimming, shooting, driving and police station field training are offered. In winter, the same training are offered as summer except for swimming and driving. As for the 4th grade students, the enlistment training is conducted in cooperation with the Ministry of Defence at the winter semester for male students; and during the same period, female students take executive works at the Police Office or provide social service activities.

Foreign Language Education

Foreign language education is composed of that of English and 2nd foreign language and is concentrated in the summer and winter seasonal semester of 1st year, total class time of which is 90 hours in 3 weeks. Subjects covered are TOEIC, TEPS and 2nd foreign language special lectures. This supplements regular semester curriculum which focuses on comprehension and grammar, and thus generates well balanced language ability.

Police Field Duty Training

Practical training at police stations covers Anti-crime (I), Investigation (II), Detective (III) and Traffic (IV) areas. This training starts from the winter semester of the 2nd year, and during this training period, students acquire actual field experiences through the opportunity of applying the knowledge they obtained in class. The training also helps the students acquire the experience needed for the entry level administrative staff. Besides this training to which 2 credits are given, there are a variety of field trip programs to crime policy related institutions such as head quarters of Police at various levels such as courts and correctional institutes so that students can become familiar with the actual work place. Through these various field training programs, students will be well equipped as well rounded police management staff.

Practical Subject

Practical subjects are non-credit subjects and computer, swimming, driving and shooting are in this category.

In the summer semester of the 1st year, students learn to be able to use basic programs such as word processing and data management programs. In the winter of the 1st year, they can practice advanced programs like presentation and using the internet, etc. Outstanding students are given further opportunities to learn more advanced programs.

In summer semester of 2nd year, total 60 hours of swimming instruction is given for students to be able to perform as lifeguards during the course of their police activities.

60 hours driving training is given in the summer semester of the 3rd year in order to acquire a type 1general license. Students are required to pass tests and obtain licenses.

In all seasonal semesters every student is required to practice with a 38-caliber pistol on slow shooting, rapid shooting as well as safety procedures which are necessary for police duties. A satisfactory performance is to score 70 points or higher from 10 rounds of slow shooting and 20 rounds of fast shooting from a 15 yard distance.

Dress code

Uniforms

When students go out in winter, they are wearing these uniforms. The grades of students are distinguished by shoulder straps. In going out, students should wear a formal hat. In accordance with weather, they can wear black leather gloves. When students are wearing winter uniforms, they have many restrictions of acting. For example, they are not able to run or enter drinking houses.

When students go out in spring and fall, they are wearing these uniforms. The grades of students are distinguished by shoulder straps. In going out, students should wear a formal hat. Seemingly there is no difference between spring and fall uniforms and winter uniforms. The difference between two is only thickness. Like winter uniforms when students are wearing spring and fall uniforms, they also have many restrictions of acting.

When students go out in summer, they are wearing these uniforms. Summer uniforms consist of a ivory shirt and black pants. The grades of students are distinguished by shoulder straps. In going out, students should wear a formal hat. The shoulder straps of summer uniforms are different from those of winter formal uniforms and spring and fall formal uniforms. Like winter uniforms when students are wearing summer formal uniforms, they also have many restrictions of acting.

When there are ceremonies in university, students wear this ceremony suit for cerebrating or cherishing something like graduate ceremony or entrance ceremony. Ceremony suit consists of white pants and deep ultramarine jacket and a pair of white shoes. In case of girls, there is a white skirt and a pair of white long boots. As a general rule students should wear white gloves and a ceremony hat. The grades of students are distinguished by shoulder straps. Ceremony suit is very splendid with decorations.

Executive suit is most basic uniform in university life. Because students put on this uniform at lecture time which is most time of university life. Executive suit consists of a long sleeves shirt and black pants and a pair of black shoes. The grades of students are distinguished by shoulder straps.

At training time students put on winter wear which is very active uniform. as a general rule, this uniform is a set with a training cap and a pair of military shoes. In summer students roll up the shirt sleeves and remove chest blocking fabric.

A student that is admitted into The Korea National Police University is provided with sufficient living conditions for working as a competent and elite police management, so he can concentrate on his studies. The students are going to study their major with superior professors and facilities and various abilities needed in the present age, for example martial arts, swimming, a computer, a foreign language.

Courses after graduation

After graduating from Korea Nation Police University, Most of the graduates are going to work in various departments by one's ability and desire. Some of them make inroads into various fields of community (example - professor, lawyer, business ) for the nation and social development.

First, the graduates are going to carry out the rotation work for 2 years. - for 6 months in police station, for 1 year in investigation department, for a 6 months in a police box After the rotation work for 2 years, they are going to be arranged considering their aptitude and desire and effort.

they must be in the police for 6 years after graduation from K.N.P.U. Otherwise, they must redeem the school expenses.

The Promotion of Police is consisted of exam promotion and inspection promotion, and the promotion of police will be possible in promotion requirement years. the exam and inspection promotion are coexistent to a superintendent promotion, but the inspection only is done from a police superintendent. - inspector -> senior inspector : more than 2 years - senior inspector -> superintendent : more than 3 years

Entering a postgraduate school

For further education of a student of ability that is need for police organization, among preliminary university graduates, the excellent students who hope to enter a postgraduate school can be supported a scholarship by the university.

It is a scholarship association of KNPU and Samsung electronic company that support a scholarship to students entering a postgraduate school. Especially, the scholarship association of Samsung has supported a registration fee and an entrance fee to 10 of students since 2000.

Students who enter a postgraduate school are guaranteed as a police lieutenant belonging to the instruction sector of KNPU. After graduating a postgraduate school, students will have to go through the same procedure as the students that don't enter a postgraduate school.

Although much portion of students cannot enter a postgraduate school because of limited chance that supporting during attending school, graduated students can have other chance to enter a postgraduate school during serving as a police. Actually, lots of graduates are studying their interest field, entering a postgraduate school during serving as a police.

Students' studying abroad

Every year, some students among the junior class have the chance to study abroad. At 1984, students visited on the police organizations of West Germany, France, Spain to compare police system between countries. At 1986~1991, students studied on Japan's police organization, and on People's Public Security University in China since 1998. About 22 people including students, professor attend an abroad workshop and conduct research about an educational institution of other countries, comparative police system.

Academic exchanges

Academic exchanges with domestic universities

The Korea National Police University has been promoting academic exchanges with internal superior universities to promote research activities among universities and actively deal with changing education circumstance and develop the K.N.P.U. into competitive university through vigorous study and scientific activities. We contracted academic exchange with the Seoul university in 2004. That included a mutual exchange with professors and students, a mutual authorization of grade, interchange of scientific information and materials, holding an association meeting. In addition, we contracted academic exchange with the Hankuk university of foreign studies in 2006, too.

International academic exchange

The Korea National Police University has been promoting academic exchange with the foreign institution of police education and opportunity to study abroad to cultivate men of talent that can lead international community and make a scientific base of police through introduction of developed public security theory of the foreign country and actively cope with changing public security.

The K.N.P.U. had focused on a short training abroad for the third grade students until 2004. As a result, the university had provided students with opportunity to study abroad to police institution of West Germany, France, Spain in 1984 and of Japan from 1986 to 1991, of America from 1992 to 1997, Chinese People's Armed Police Force Academy from 1998. Furthermore, the K.N.P.U. provided about 20 students with opportunity to study in Japan, America, Australia. Since then, the importance of steady exchanges has been increased, so the school has focused on substantial exchanges with foreign universities and Police institutions. After tears of bilateral talks, K.N.P.U signed an agreement with Turkish Police National Academy for an undergraduate exchange programme. First Korean exchange students started studying in Turkey in 2010. First Turkish exchange students are expected to start studying at K.N.P.U in 2011

The Chung-ram Prize

The K.N.P.U. annually wins the prize of education to professor and the prize of sincerity to staff of the university and the prize of study to student and the prize of honor to graduate before an anniversary of the opening of a school. The object of the Chung-ram Prize is that peoples in the K.N.P.U are encouraged to concentrate on study and work by winning the prize.

Welfare System

Students have to live at a dormitory from an entrance into a school to a graduation. With regard to a school expense, the state has paid for a students' educational expenses. And students are given an allowance according to the provision of public officials' consideration every month. Also, students are given every commodities which are needed for education like textbooks, school supplies, bedclothes, clothing and so on.

University students live a group life during the period of attendance at university, college men live at dormitory that consist of 4 building, which cover 3,828 pyeong(12,655㎡) floor space as a whole, and women live at a one dormitory that cover 196 pyeong(638㎡). In case of men's dormitory there are sixteen rooms in one building, 3~4 students live together in each room. Women's dormitory has 12 rooms, and in one room there are also 3~4 people like men's case. There are various convenient facilities in a dormitory. Not to mention of lavatory, shower stall, toilet, rest room, and computer-assisted learning room, all sorts of sports facilities are also available to all students. LAN is established in all dormitory, so students can use internet in their room through their lap-top computer given from the state for free.

School life

Annual ceremony

Graduation ceremony

KNPU holds a commencement for graduates, who have finished four-year school courses successfully in February every year. This ceremony is a sort of festival in which not only graduates but distinguished guests, undergraduate students, the parents and relatives of graduates attend. This is the most important event for KNPU, so graduates and undergraduates go through about a month of training and many rehearsals. Korean President attends this event to celebrate the future of graduates once every second year. The KNPU graduation ceremony is regarded as an important event in the police also.

Fare well party for graduates

This event is held annually ahead of the graduation ceremony. This is a meaningful event where undergraduates celebrate the future of their graduate seniors. After giving a ring for graduates each as a memento of four-year school life, all of them gather at the school cafeteria, drinking and talking without reservation. Principally, students are allowed to drink in the school but exceptional drinking is allowed this day.

Entrance ceremony

This ceremony is held in grand auditorium arranged by a dean of KNPU. New students can enter KNPU after participating pre-school Program for two weeks. Their parents and seniors attend this ceremony for celebrating and welcoming their entrance. They take virtues of KNPU ; country, justice, and honor to their heart in the ceremony.

Welcoming music concert for new students

Every Friday when mid-term exam in first semester finishes, the music concert is held for welcoming new students. It is arranged by symphony orchestra of police recording the longest performance in the world. In this music concert, KNPU students can enjoy high-level music which they can't experience for busy days in school. The orchestra offers a various genres of music young people like such as popular music as well as artistic classical music, so students like it very much. New students who are exhausted from disciplined and strict school lives can also enjoy this concert in a liberal atmosphere.

Cheong-nam festival

This is a cultural ceremony for student's emotional cultivation and enhancing community spirit. Students hold this ceremony themselves every end of September with festival committee. Festival is held for three days and many clubs show their activities something like an exhibition of illustrated poems, photograph, and picture. Many performances are held also like a play or musical performance. For this ceremony, students can overcome standardization from strict group life.

Cheong-nam sports festival

In the end of May, Cheong-nam sports festival is held with all members of Korea National Police University. There are not only students, but school staffs, all riot police in KNPU, and nearby residents who take part in Cehong-nam sports festival. Students are divided into four teams as dormitory position and play various sports like soccer, basketball, dodge ball, baseball, marathon, and so on. Cheong-nam sports festival gives students a boost and make them be strongly united with competition for their team's victory.

Music concert for civilian-police friendship

This is an event that a symphony orchestra of police and civilians enjoy together via music. A music concert, in which a various genres of music including solo, duet, classical music, and pop music is played, holds around the annual police day in Se-jong cultural center.

Club Activity

There are about 30 clubs in KNPU. The club activities are expected to boost hobbies and thinking abilities for the purpose of cultivating personalities as the future police executives and publicizing the honor of the national police university to the public. It also contributes to enhancing the friendly relationships among students and facilitate the understanding, self-discipline, responsibility, and directing capabilities, and harmonious spirit.

These clubs are expected to study hard in certain field. (English studying club, Eowoori. Chinese studying club, Chin-Chin. Computer studying club, Computopia. Expressing passion about Poetry, Miseok literary coterie, Crime Investigation and forensic study club, Crime Investigation Committee, etc.) Except these clubs, there are many 'studying groups' running by students in various field.

These clubs' students have passion and ability about various parts of art. Playing classic guitar, Jongihak. Playing instruments and expressing feeling about jazz, Jazz club, Rock band, Pooreumoi, 'Samul-nori' (a folk music accompanied by four percussion instruments). Hanmadang. Sports clubs are one of the most active clubs in all club. They are separated three parts, martial arts, normal sports, other sports.

Martial arts : Moopoong swordship, Moopoong judo, Moopoong taegwondo, Moopoong aikido, boxing club, Haedongcheong.

Normal sports : Soccer club, Basketball club, Baseball club.

Other sports : Golf club, swimming, scuba diving club, Badaragi, Mountain climbing club, Horse riding club, Tennis club.

Dahyang : Students belong to this club have tea and learn tea ceremony, and cultivate mind and enhance friendly relationship.

Manpaeboolcheong : Baduk club having regular meeting and enhancing skills.

Dooreson : Sign language club to be bridge between hearing-impaired people and police.

Sarang Gopbaegi : organized social service club.

These clubs are councils for associating with students who have same faith. Christian student council, Buddhism student council, Catholic student council.

University's Newspaper : Committee to make KNPU's Newspaper distributed universities and police stations of whole country.

B.C.B.S : Broadcasting in dormitories and making short movie to show at festival.

Editing Committee for the University's Gazette : Make and Edit University's Gazette including student's opinion, news about KNPU, papers, and essay.

Course of police security policy was modified as months of long-term structural and comprehensive course of study from the previous two-week course of basic senior superintendent course in consideration that the successful innovation is determined by the abilities of senior superintendents when the great police innovation began under the principle of Chang-Kyoung, January 2000.
