Jennifer Lubwama Semakula Musisi is a Ugandan lawyer and administrator. She is the current Executive Director of Kampala Capital City Authority. She was appointed to that position in April 2011.[1] She assumed office on Friday 15 April 2011 and will serve a five-year, renewable term.[2]

She was born in Central Uganda, in the 1960s.
Jennifer Musisi attended Tororo Girls School in Tororo District for her middle school edication (S1 - S4). She then transferred to King's College Budo in Wakiso District for her high school education (S5 - S6). She graduated from Budo in 1982, at the top of her class. She served as Deputy Head Student during her time at the prestigious mixed, boarding high school.
In 1983 she entered Makerere University, Uganda's oldest university, where she studied law. She graduated in 1986 with the degree of Bachelor of Laws (LLB). The following year (1987), she otained the Diploma in Legal Practice from the Law Development Centre in Kampala, the capital of Uganda, and the largest city in that country. Later, she obtained the degree of Master of Public Administration (MPA), also from Makerere University.[3]
She started working at Makerere University in the late 1980s as a legal officer, in the office of the Academic Registrar. During her time at Makerere, she took off time to study for her Masters degree and then she resumed work at the university.
In 1999, she began working at the Uganda Revenue Authority (URA). While at URA, she re-united with her close friend, Allen Kagina, the Commissioner General, who was a year-mate at Makerere. Jennifer Musisi is credited with co-authoring the administrative changes which in 2005, culminated in the forced resignation of all URA employees, in an attempt to rid the agency of corrupt officials. Eventually Jennifer Musisi rose to the rank of Commissioner of Legal and Board Affairs at URA. Following the expiration of her contract at URA, she retired from the agency in 2010.
Following her retirement from the URA, she devoted her time and energy to running her confectionary business called The Cake Lady Company, known in Kampala for baking wedding cakes, particularly for mass weddings, where multiple couples are wedded at the same time and cut a single cake.
In April 2011, President Yoweri Museveni appointed her to be the first Executive Director of the newly-created Kampala Capital City Authority.[4]
Jennifer Musisi is married to Engineer Fred Musisi, who worked for National Housing and Construction Company, before retiring. Together they are the parents of three (3) children.
