Hilperton is an ancient civil parish with its own elected parish council. It is in the area of Wiltshire Council unitary authority, which is responsible for all significant local government functions.
The Church of England parish church of Saint Michael and All Angels dates from the Middle Ages but was "restored" in 1852 by T.H. Wyatt.
Paxcroft Mead has numerous green recreational spaces and two fast food outlets, a card shop, a Budgens supermarket, a salon, a shoe shop, a pharmacy and a carpenter's. The post office and general stores in the old quarter of the village was closed in 2004, though a petrol station (including small shop) remains in place. The village hall on Whaddon Lane is the social hub of the older part of Hilperton, and the adjoining football pitch plays home to Hilperton United FC.
The village retains its blind house, and a set of stocks for the humiliation of criminals.
