Hechen District （合陈）is located on the east of Xinghua City in Taizhou, Jiangsu. It is the combination of the Heta town（合塔镇） and the Shechen town（舍陈镇）. There are 27 administrative villages in Hechen District now: Sheng li, dong lian he, dong xiang yang, louzi, jin xian, feng chun, jie pai, po zhai, lu qian, zhu chen, zhu tian, li xiu, hong qi, jiu ligang, xu gang, gao gui, cheng zhang, he chen, wan shen, gui shan,fan xi, zhang ju, gan yang, deng qiao, zheng sun, ta gang, xing fu. There are also a neighborhood committee, 388 groups of farmers,nearly 16200 households, 60000 people and 27000 labors in the town. The town is an old revolutionary base， where had broken out many famous wars in that disordered time. The flat terrain, fertile soil, spaced water network, superior ecological environment and rich natural resources have made the town well-known as "plenty" of reputation.

There are many longitudinal provincial highways in Hechen, including the tongyu Canal(通榆运河), the ancient chuanchang river(古老的串场河), the 204 State Road(204国道).It is also equipped with Xinghua railway station (loading/unloading two stops), Yan Jing Ning Expressway(盐靖宁高速公路). Convenient traffic conditions has reduced the distance of time and space with the outside world.It just takes 3 hours to drive to Shanghai,and only 3 minutes drive to Yancheng Airport and Dafeng Port.
As we all know, Xinghua is a national grain County, and Hechen is the “granary” of Xinghua city. In Hechen, people focus on plantingrice, wheat, oilseed, cotton. On the sideline,it is riched in fish and poultry, such as rabbits, chickens, ducks, geese, pigs and sheep. The number of the production of poultry is 400,000, including about 150,000 head pigs annually.
There have been no major criminal cases for many years because of the legal environment and social stability. Natives are used to studying the laws, observing and respecting knowledge and talented people. It has become a common target of the people in the town to build a well-to-do and harmonious society.
In recent years, Hechen has planned to establish 2000 acres of industrial parks in the town and has developed a number of preferential policies to create a favorable investment environment and attract a group of investors from Shanghai, Zhejiang Province, Yancheng,while paying attention to agricultural production, strengthen investment and the development of industrial economy. The town's industrial economy has increased at a 40% rate.
Hechen has won the "civilized town in Jiangsu Province", "new model of small town in Jiangsu Province", "leading towns of Jiangsu provincial science and technology" and "education advanced villages and towns in Jiangsu Province", "sports advanced villages and towns in Jiangsu Province" "Xinghua city attracting advanced Township" and other honorary titles.
