Frederick Thomas Fisher, (June 3, 1872 – April 15, 1906) was a Gunner's Mate in the United States Navy who received the Medal of Honor for his actions aboard USS Philadelphia (C-4) during the Philippine-American War.

Fisher was born June 3, 1872, in England and after immigrating to the United States he joined the U.S. Navy. During the Philippine-American War he was assigned as a Gunner's Mate First Class to the USS Philadelphia (C-4).[1]
His medal was awarded to him April 1, 1899 by President Theodore Roosevelt.
Fisher died on April 15, 1906, at age 33 and was buried at Guantánamo Bay, Cuba.
