Dr.Prof. Elchin Khalilov (Azerbaijani: Elçin Xəlilov born on April, 26th 1959, Baku, Azerbaijan) is a geophysicist who works in the area of geodynamics and geotectonics.

Elchin Nusrat oglu Khalilov was born in 1959 in Baku to the family of a known Azerbaijani petroleum geologist. His father, Nusrat Yusif oglu Khalilov, a doctor of geological and mineralogical sciences, professor, honored geologist of Azerbaijan, and President’s pension recipient. His mother, Rena Huseyn gizi Khalilova, is a teaching physician at the Azerbaijan Pedagogical University.[1] His grandfather, professor Huseinbey Agabeyov M.D. who fought in World War II and was awarded with numerous state orders and medals was a scientists in gynecology and head of the gynecology department of the Azerbaijan Medical University. His great-grandfather Sadykh bey Aghabekov,[2] professor and orientalist, served in the tsarist army in the early 20th century, holding the rank of Major General.[3] In the new democratic government of Azerbaijan in 1918-1919 General Sadykh-bey Agabeyzade was First Deputy Minister of Interior and, during several months, also an acting Minister of Defense. Azerbaijan’s democratic government remained in power until Azerbaijan’s accession to the Soviet Russia (1920). Later, general and professor Huseinbey Agabeyzade emigrated and lived in Istanbul (Turkey) and France for a long time. In Paris, Huseinbey Agabeyzade worked as professor at the University of Sorbonne where he taught oriental studies.[4] During that period, he wrote several monographs on oriental studies in French. At the time of his death, Huseinbey Agabeyzade was professor at the University of Krakow, Poland. A street in Lvov which was then part of Poland is named after him.[5]
Elchin Khalilov showed a great interest in knowledge and science as early as from his childhood. He graduated from the M. Azizbekov Azerbaijan Oil and Chemistry Institute (now the Azerbaijan State Oil Academy) in 1981 with a degree in geophysics. While in school, he had five scientific works published in collections for young scientists. After the graduation he entered a postgraduate school and from 1981 to 1984 he was a postgraduate student at the I.M.Gubkin Institute of Geology of the Azerbaijan Academy of Sciences.[6]
In 1984 E.Khaliov defended his Ph.D. thesis in geotectonics. In the same year, he was presented with the highest award for young Azerbaijani scientists – Lenin Komsomol Prize of Azerbaijan in Science and Technology as recognition of his scientific achievements. In 1990 he defended his doctoral thesis at the Lomonosov Moscow State University on studying and prediction of earthquakes and volcanic eruptions, and was awarded the highest academic degree, which is Doctor of geological and mineralogical sciences.[7]
Khalilov’s work and scientific activities have been widely covered in international news magazines and encyclopedias, numerous publications in many countries worldwide, including the website of NATO International Program of which E.Khalilov, along with representatives of Turkey and Kazakhstan, is a co-director.[8]
Between 1981 and 1989, E.Khalilov was employed at the Southern department of the All-Union Scientific Research Institute of Geophysical Methods of Exploration, working his way up from engineer to director of the “Tethys” modern geodynamics laboratory. In 1989, he was elected President of “Intergeo-Tethys”[9][10] International Scientific and Technical Complex.[11] This organization was established during the Carpathian-Balkan Geological Congress in Bulgaria (Sofia, 1989) as an international association of scientists.[12] From 1991 to 1995, Khalilov was elected deputy and chairman of the standing committee on ecology of the Baku Soviet of People’s Deputies. He was appointed Deputy Chairman (2000) and Chairman of the Experts’ Council of the Higher Attestation Commission under the President of Azerbaijan.[13] From 2002 to date, E.Khalilov has been General Director of the Scientific Research Institute for Prognosis and Studying of Earthquakes. In 2006, Elchin Khalilov was appointed Partner Country Project Director (PPD) for NATO SfP International Project 982167 titled “New technology of seismic resistant construction”.[14] In 2007, E.Khalilov was elected Vice-President of the International Academy of Science Health & Ecology, Innsbruck, Austria.[13] During the same year, he co-chaired the international symposium “Natural cataclysms and global problems of the modern civilization” attended by scientists from 30 countries (24–27 September 2007, Baku).[15] Since 2008, Elchin Khalilov is Vice-President of World Organization for Scientific Cooperation and Director of International Cooperation for Earthquake Forecasting Program. From 2009 on, Elchin Khalilov has been General Director of Global Network for the Forecasting of Earthquakes, followed by his election as GNFE President in December 2009.[16] Again in December 2009, during the founding meeting of the International Committee on global changes of the geological environment Geochange E.Khalilov was elected President of the International Committee Geochange which unites scientists from over 30 countries.[17][18]
In 2011, Khalilov invented a special seismically stable unit and a sticky substance that is basis of earthquake resistant units.[19][20]
In 1984, Khalilov was awarded the title “Azerbaijan Lenin Komsomol Prize Laureate in science and technology” (the highest award for young Azerbaijani scientists) for his researches in the field of geodynamics and geotectonics.[21] E. Khalilov has been presented with a diploma for the first officially confirmed scientific discovery in the history of Azerbaijan under the name "The regularity of the spatial-temporal distribution of volcanic eruptions" with the priority date of September 20, 1983, which was entered into the international register of discoveries. The discovery was made by E.Khalilov in co-authorship with Azerbaijan National Academy of Sciences academician S. F. Mehdiyev, USSR AS and RAS academician V.E Khain, and RANS academician T.A. Ismail-Zade.[22] [23]
In 2001, he was awarded the “VVC Laureate” medal of the All-Russia Exhibition Center. For his scientific achievements, he was presented in 2002 with the Nobel Prize Winner Pavlov Golden Chest Badge, the highest award of the International Academy of Science (October, 2002, São Paulo, Brazil). For a scientific discovery, in 2003 E. Khalilov was awarded Nobel Prize Winner P.N.Kapitsa Silver Medal “To author of scientific discovery”.[24]
In 2007, Khalilov was presented with a commemorative badge of the Pakistan Academy of Sciences and a medal of Acad. V.S.Altunin International Academy of Ecology and Nature Management. In 2009, Khalilov was awarded by the Sultan and Governor of the Indonesian province of Yogyakarta with the province’s commemorative coat of arms for introducing the new earthquake prediction technology.
Khalilov is actively involved in editorial activities as member of the editorial boards of various scientific publications. 2004, 2006 and 2009 saw the publication of fundamental multivolume editions titled “Science without Borders” (Proceedings of the International Academy of Science|International Academy of Science Health and Ecology, Volumes 1-3, 2003/2004, 2005/2006 and 2007/2008) under the editorship of Walter Kofler, President of the International Academy of Science, and Elchin Khalilov.[25] He is an editorial board member of “Bulletin of the International Academy of Science (Moscow, Russia)” journal with ISSN 2218-5798 since 2006, Chairman of the editorial board of “Geochange: Problems of Global Changes of the Geological Environment” international journal since 2010, and Co-Chair of the editorial board of “Scientific Bulletin of WOSCO” journal (London, UK) since 2009.
Khalilov has been involved in various international organizations and academies. In 2002, he was elected full member (Academician) of the International Academy of Science / International Council for Scientific Development (Health and Ecology) and President of the Azerbaijan Section of the International Academy of Science. In 2007 he was elected Vice-President[26] Since 2007, he is a member of the Eurasian Geophysical Society and the New York Academy of Sciences. In 2007 E.Khalilov was elected academician of the Russian Academy of Natural Sciences (RANS). Since 2008, he is a member of the American Association for the Advancement of Science (AAAS) and Vice-President of WOSCO (World Organization for Scientific Cooperation).[27] He has chaired the International Committee on Global Changes of the Geological Environment (Munich, Germany) since 2009.[28]
In 2001, Elchin Khalilov initiated publication of the multivolume work “Proceedings of the International Academy of Science H & E. Science without borders”.[29] Following his next initiative, a grant proposal was submitted, NATO grant was awarded and an international NATO Project “New technology of seismic resistant construction” involving Azerbaijan, Turkey and Kazakhstan was started in 2006.[14] On the initiative of Khalilov as president of Azerbaijan Section of International Academy of Sciences H&E and the Ministry of Emergency Situations of Azerbaijan Republic, an international symposium “Natural cataclysms and global problems of the modern civilization” attended by over 200 scientists from more than 20 countries worldwide was held in Baku on 19–27 September 2007.[15] Following Elchin Khalilov’s initiative, the Global Network for the Forecasting of Earthquakes (GNFE) was set up in 2009.[16] In January 2009, on the initiative of Khalilov and RAS academician, Prof. Victor Efimovich Khain an International Communiqué on Global Changes of the Geological Environment Geochange was drawn up and a drive was started to collect the signatures of scientists supportive of the Communiqué.[17] The basis was laid for creation of the International Committee Geochange.[30] Following an initiative by Prof. E.Khalilov and Prof. V. Khain, the International Committee on Global Changes of the Geological Environment Geochange was established December 5, 2009.[31]

Khalilov is a co-author of the single officially registered scientific discovery in Azerbaijan (Certificate # 239, 2003) as well as of eight international patents for invention (PCT), one European Patent, five Eurasian patents and more than forty national patents of Azerbaijan, Pakistan, Indonesia and other countries.
