Callout

In publishing, a call-out or callout is a short string of letters and symbols, connected by a line, arrow, or point of a balloon shape to a feature of an illustration or technical drawing, giving information about that feature, such as geometric dimensioning and tolerancing. In word processing, it is a special text box with a small "tail" that can be pointed to different locations on a document.[1]. In the utility industry, callout is an order to report for emergency or special work at an unusual time or place[2].
