Alexander Misharin was born in the family of railway employees. He went to school in the town of Artyomovsky, Sverdlovsk Oblast. He worked in the Power Supply departments of the Sverdlovsk Railway from 1981 to 1989, first as an electrician, and then he rose to Chief Enginieer of the Ishim distance of power supply. In 1989–1991 Misharin worked at the construction of Yekaterinburg Metro as the Chief Engineer of Power Supply. After the Metro was put in use Misharin returned to the Sverdlovsk Railway to be a deputy head and then the head of the Department of Power Supply. In 1996–1998 he was the chief engineer of Sverdlovsk Railway.
In 1998 Alexander Misharin was appointed the Deputy Minister of Railways and in 2000 he became the First Deputy Minister of Railways. After resignation of Minister Nikolai Akseneko, who was blamed for corruption, Misharin was downgraded to a “regular” Deputy Minister in 2002. This is a fine, but important difference in Russian government ranks.
In 2002 he was appointed the Head of Sverdlovsk Railway. During this period he was actively involved in the politics as member of United Russia party and participated in an election of the regional Legislature.
In 2004 Misharin returned to Moscow becoming the director of the Department of Complex Development of Infrastructure of the Ministry of Transport. Soon he became a Deputy Minister of Transport of Russia. In September 2008, General Prosecutor's office officially warned A. Misharin of his inadequate performance in connection with a major air transportation crisis.[1] Shortly, after a brief service in the Department of Industry and Infrastructure of the Government of Russia in 2009, he was selected as one of three candidates to the Governor of Sverdlovsk oblast by the regional organization of United Russia.
The President of Russia Dmitry Medvedev selected Alexander Misharin and proposed his candidacy to the regional legislature. He was supported by 47 of 49 members of the Legislative Assembly of Sverdlovsk oblast who voted for him on November 17, 2009. The only party who opposed was LDPR.
On 1 December 2011, Misharin was seriously injured in a car accident that caused one fatality. Misharin is hospitalized but expected to survive. The cause of the accident is being investigated.[2][3][4][5][6]
Misharin graduated from the Ural State University of Railway Transport in 1981. He got the second diploma in economics in the same university in 1997. Misharin has scientific degrees in economy and engineering.
As the governor, he plans different infrastructural and transport innovations in the Sverdlovsk Oblast and Ural Federal District. Among the projects is the creation of so-called Titanium Valley—a special economic zone and industrial park, which will make products for the aircraft, automotive, shipbuilding and medical industries[7] as well as the construction of a high-speed railway from Moscow to Yekaterinburg to serve 2018 FIFA World Cup, which is expected to be partially held in Yekaterinburg. He is also one of the organizers of the international industrial exhibit Innoprom and a key member of the campaign for Yekaterinburg to host the Expo 2020 World Fair.
