The 1966 Torneo Descentralizado, the top category of Peruvian football, was the first Torneo Descentralizado. Four non-capital teams were invited to this tournament increasing the number of teams from 10 to 14. Each team played 26 home and away fixtures. The champion and runner-up qualified for the Copa Libertadores 1967. The national champion was Universitario de Deportes. Four teams were relegated. The last-placed team was relegated as well as three of the invited teams.
