Given at head of page indicates to user they have arrived at the page for the official Zimbabwe Tourism Authority; the image is in a reasonable resolution because it was taken from the authority's own web-site therefore is of a resolution they are contented to have shown on the Web; it illustrates the article in question because it is the present-day logo of the authority which has illustrative value; by definition no free alternative is available because the image is a logo; the low resolution means it cannot be used to make false authority materials etc; does not harm owner's ability or right to use it; is not used in a promotional way or negative opinion way; won't make readers think Wikipedia endorses the Zimbabwe Tourism Authority or vice versa.
