State Anti-Fascist Council of People's Liberation of Montenegro and Boka (ZAVNOCGB) (Serbian: Zemaljsko Antifašističko Vijeće Narodnog Oslobođenja Crne Gore i Boke) was formed as the highest governing organ of anti-fascist movement in Montenegro and during World War II developed to be bearer of Montenegrin statehood. Its president was Nikola Miljanić.

State Anti-Fascist Council of People's Liberation of Montenegro and Boka was formed in Kolašin in November 1943.[1] On its second session on June 14, 1944 it changed its name to Montenegrin Anti-Fascist Assembly of People's Liberation (CASNO)(Crnogorska Antifašistička Skupština Narodnog Oslobođenja)[2]. In the end of the war it transformed to Montenegrin National Parliament.[1]
