Though this image is subject to copyright, its use is covered by the U.S. fair use laws because:

1. It is a historically significant photograph of a team of ZAKA volunteers assisting during a suicide attack in Israel.
2. It is being used for informational purposes.
3. Because it depicts a non-reproducible historic event, there is no free equivalent. Any substitute that is not a derivative work would fail to convey the meaning intended, would tarnish or misrepresent its image, or would fail its purpose of identification or commentary.
4. Our use of it does not affect its monetary value, or it has no monetary value.
5. We have no reason to believe the copyright holder would object.
