This seems a little to anti-Pugachev if you ask me. Could someone find some positive things about him?

So, anyone want to take a stab at it? I think it's well written, but possibly needs better citation. I'm not saying any of it is incorrect, because I don't know if it is, but, I think there could be better citation all around.
