One of China's earliest international financiers, Yang first gained public attention in 1991 when he invested in a state-owned enterprise automotive manufacture. The following year Yang listed in New York a joint venture (with Shenyang Jinbei Passenger Vehicle Manufacturing) manufacturing minibuses. In 1999 the minibus production division obtained a secondary listing in Hong Kong, and the minibus-distribution business was listed in Shanghai. In 2000, Brilliance had sales of $760 million. Brilliance has invested $500 million in the production of a Chinese-made passenger vehicles.
