Xinghua Primary School (Abbreviation: XPS) is government, co-educational primary school of the Ministry of Education of Singapore and offers education from Primary 1 to Primary 6, ultimately leading to the Primary School Leaving Examination. Founded in 1930 as Sing Hua Public School, the school was then located in Lim Tua Tow Road, in the north-eastern Singapore before being relocated to its current campus at Hougang Avenue 1.

Xinghua Primary School was founded by Mr Chua Cheok San in 1930. It was then known as Sing Hua Public School, located at Lim Tua Tow Road (located somewhere between Serangoon and Kovan MRT Stations), with a small wooden building as campus. During World War II when Singapore was occupied by the Japanese, the school was converted into a barrack by the Japanese.
After the war, the school was turned into a soap factory. But Mr Chua Cheok San, with the support of sponsors, took measures to restart the operations of the school and rented four classrooms from the factory in 1946. It became a government-aided school in 1957 and an integrated government school in 1972.
In 1964, funds were raised for a new building. The school was then declared open in 1976. It had become a Chinese-English Integrated School.
Due to increasing pupil enrolment, the school was relocated to its present premises at 45 Hougang Ave 1 on 17 December 1984 and its name was changed to a pinyinnised name, Xinghua Primary School, with English as the medium of instruction.
On 15 December 2000, the school shifted to 30 Parry Avenue for the Hougang Avenue 1 campus to be rebuilt under the Programme for Rebuilding and IMproving Existing schools (Phase 1). In January 2003, the pupils and staff of both Xinghua Primary School and Charlton School merged when the school shifted back to its present location at Hougang Avenue 1. In January 2007, Xinghua Primary School once again underwent a merger with a neighbouring school, this time Parry Primary School.
