Xiao Yang (Chinese: 肖扬; Pinyin: Xiāo Yáng; born August 1938) was the former President of the Supreme People's Court of China.

Xiao Yang was born in Heyuan, Guangdong in 1938. He received his LL.B degree from Renmin University of China Department of Law in 1962.
Xiao Yang was the Minister of Justice from 1993 to 1998. He was elected as the President of the Supreme People's Court in 1998 to replace Ren Jianxin and was re-elected in 2003 for the second term.
Xiao Yang was the member of the 15th and 16th CPC Central Committee.
