Purpose of use

The logo is used in article WACY, an article about the station which owns the logo. Use of the logo visually identifies the station in a manner that mere prose cannot, and meets all criteria in WP:NFCC. The image is possibly in the public domain as Midwest Television, the organization which owned this station and logo was disestablished in 1992.

Replaceable?

Not replaceable; logos are always presumed non-free per WP:LOGO.
