No heading is needed as the template will create it's own. Use as follows on the talk page of a user who joins WP:DIGI:
{{subst:WP DIGI welcome message}} -- ~~~~
(Make sure to use {{subst:WP DIGI welcome message}}, and not {{WP DIGI welcome message}} alone, per Wikipedia:Template substitution.)
