I'm still working on identifying when the earliest version of the PSM was published. It's not an easy question to answer. It appears that there are earlier imprints than those of 1963, but they are not in the USA - if we check with WildCat.

The title of this article is listed as the "title page title" for the Protocols in at least one translation, meaning that the phrase "World conquest through world government" appears on the title page but not the cover and not as the main title. I have no idea what your talking about. However, the Library of Congress doe not have a copy of any imprint which bears the above title on its title page except one foreign language item as follows: [1]. I get that conclusion by doing searches on the Library's online catalog.
