China and Russia is from 2004 expenditures ("Expenditures are used in a few cases where official budgets are significantly lower than actual spending").

Created by User:Fastfission using a combination of Microsoft Excel (to get the bars the right length), then exported to Illustrator and then re-designed in Inkscape. Not all exact values are shown, the goal of the graphic is to show relative amounts and not just duplicate what could otherwise more easily go into a table. I've arranged it vertically in order to best work with Wikipedia page layout. I've tried to keep things pretty simple following the graphical recommendations that Edward Tufte has written about.
