WinDiff

WinDiff is a graphical file comparison program published by Microsoft, and is distributed with certain versions of Microsoft Visual Studio as well as by source with the Platform SDK code samples. WinDiff is unable to read a file if its name consists of any character that is not among 7-bit ASCII.
