Wilson Loewen is a fictional character at HBO's drama Oz played by Tom Atkins.

Mayor Wilson Loewen was a politician who helped Governor James Devlin get elected. He was arrested after the police discovered he was involved with two murders of African-Americans girls in 1963 during his tenure as a sheriff.

Back in 1963, when Wilson Loewen was a sheriff at a small town, he assisted the Ku Klux Klan killing two African-Americans teenaged girls. He was elected mayor years later. Governor Devlin's good friend, Loewen helped on his election. When the scandal of the two homicides in 63 started, Devlin said on the television that, if Loewen gets arrested, he'll take him out of the jail at the same second. A racial fight starts in the whole city, including in Oz, where a lock down is done by Leo Glynn. After his trial, Loewen is sent to Oz, at Unit J with sheriff Alvin Yood and Tobias Beecher. During a banquet, Loewen gets food stuck into his throat, and Beecher saves his life. Wilson is moved to the hospital, where he meets Governor Devlin. Loewen orders Devlin to take him out of Oz and blackmail him, talking that he will talk about crimes committed by Devlin. Then, Loewen receives the visit of Vernon Schillinger. Vern says that Loewen is his hero, that he gave his father a job and paid Vern's honeymoon's travel. Loewen humilliates Vern. During the night, hospital inmate Lionel Kelsch starts screaming and causing distraction. Fellow inmate Willy Brandt enters Loewen's bedroom and slices his throat, killing him. Later is revealed that Governor Devlin ordered his assistant Perry Loftus to kill Loewen. Loftus found one college friend working at Oz, CO Adrian Johnson and asks him to kill Loewen. Johnson paid Kelsch and Brandt to kill Loewen. While interrogating Brandt, Glynn discovers a connection between Loftus and Johnson, and makes pressure in Loftus, who orders CO Johnson to kill Glynn and Brandt. In the next morning Brandt is killed. At a ceremony, Kelsh stabs Glynn to death.
