William Clarence Owens, Jr. is a Democratic member of the North Carolina General Assembly representing the state's first House district, including constituents in Camden, Currituck, Gates and Pasquotank counties. A businessman from Elizabeth City, North Carolina, Owens is currently (2003-2004 session) serving in his fifth term in the state House.
Owens filed for re-election from the realigned first House district (Camden, Currituck, Pasquotank, and Tyrell counties) in the 2004 General Assembly election; he stands unopposed to be elected in November 2004 to his sixth term in the legislature.
