Was he really a member of the New Jersey Senate? The National Governors Association biography (see external link in sv:William Sanford Pennington) states that he was a member of the New Jersey State Council in 1801 and 1802. Isn't the governor's council something else than state senate? The virtualology biography also seems to confirm that he was a member of the state assembly but has no mention of him having been a member of the state senate.
