Kellogg was also a Representative for Illinois in Congress at least during the secession winter.

The article states "Despite the intense backlash against the Republican Party in the South, Kellogg was able to return to the United States Senate in 1876. He served in the Senate until 1883." however William P. Kellogg was Elected by the so Packard Legislature his credentials, where signed by Stephen B. Packard who claimed to be governor at the time. Henry M. Spofford presented credentials, signed by Governor Francis T. Nicholls.
