[edit] medal given in a naval yard?

has there ever been a case where a medal of honor was not presented to the recipient by the president of the united states? sounds odd to me that this captain was given such an honor and the president wasnt the one who presented it. where was president johnson that day? does anyone know? McGongale was the only recipient in modern times to be awarded the medal "on the sly". This was pure politics. Victims of friendly fire are ineligable to receive the metal of homor, therefore the government did not consider the Liberty incident to be friendly fire. 216.9.182.249 (talk) 01:47, 30 May 2008 (UTC)
