[edit] Indonesian usage:

Wilayah is also used in Indonesia. I'm not clear whether it's a general or specific term.

Okay, Meursault2004 has confirmed it's a general term.
I agree with Meursault2004 that this part doesn't belong: "Wilayah dependensi are dependend areas in indonesian. Wilayah yang dipertentangkan are disputed territories." This is because it appears to be a translation, rather than official terms for levels of government of divisions of area - Indonesian speakers see Wilayah dependensi.
I replaced it with "In Indonesian wilayah means area, region or regional, but does not refer to a level of government."
