WikiProject recruitment for WikiProjects is aimed at keeping WikiProjects active. It is doing this by creating an agency dedicated to specifically starting WikiProjects with a healthy base of active participants. It also has as an aim to recruit new active participants for WikiProjects which have less activity.

The purpose of this project is to provide support services to a variety of inactive and/or newly created WikiProjects. By this it is hoped to better publicize their existence. Where possible to more effectively act to recruit new participants to projects.

The project will attempt to meet these goals by working to improve the project page and/or other project-related content. In trying to assist the project in developing goals, scope, and other matters - it is hoped to strengthen and prolong project activity by participants.

It is intended to also serve as a central location for activities which may relate to these projects. This would include, contacting related projects to see if they would be amenable to integrating the new project into their structure. Possibly including template construction and setting up assessment criteria and tools. .

This project will itself operate completely independently of other projects, and is not dependent upon the recommendations and/or requests of the other involved project itself. It can withdraw from assisting any given project at any time, without necessarily providing prior notice to the "client" project. It will, as indicated, function only if at all in a support capacity, and should never be seen as being itself necessarily responsible for meeting any of the "client" project's objectives.

It may well be indicated that a specific unit of this project would be created to help the project determine exactly where it could most usefully and productively focus its efforts. This "management" section would of course be completely voluntary, and no decisions or recommendations it might make would be necessarily binding on the individual members personally.

The primary function would be to help assess which inactive projects and/or active projects which are most likely to benefit from receiving the assistance of this project.

In the event a project is formally validly declared (by template, generally), "inactive", no such request would be necessary. If it is a newer active or recently created project, such assistance would only be furnished by request of at least one officially listed member/participant of the proposed "client" project.

Another, separate, department whose specific task would be to assist the "client" project in recruiting new members and participants could also be developed. This group would be specifically responsible for designing the strategies and procedures which it might itself use or perhaps advise the "client" project of to recruit members.

A third department next to the recruitment and management departments could be developed for the purpose of analysing relevant technical or philosphical problems and also to try to recognize potential posibilities and problems of the internet/Wikipedia. This analytical or philosophical department could better be placed on Wikiversity instead of Wikipedia.
