This is a "tracking category", a category intended to build and maintain a list of pages primarily for the sake of the list itself.

This tracking category is a means of tabulating pages using unicode characters (diacritics) in their names as a means of checking which may not have a traditional transliteration name page set up as a redirect to the subject page.
Many diacritics are not searchable using the standard twenty-six characters of the English language alphabet, and this category is provided to see where redirects may be needed, or naming adjustments would be more desirable inasmuch as English speaking readers most probably do not have augmented font sets loaded into their keyboards.
Pages are added to this category automatically by using Template:Foreignchar to head a page. This produces the page disclaimer:

Maintenance needs:
Redirect pages to such articles should use the template {{R to unicode name}} so the two categories can be compared.
