1. it is a low-resolution screenshot from the program, and therefore legally considered a "quotation" from the work;
2. it is being used for identification and critical commentary on the uses and references to Doctor Who in pop culture, specifically in spoofs and comedy;
3. no more free alternative exists or can exist;
4. the use of the image in this article will in no way infringe on the owners' copyright, or ability to market Robot Chicken or ancillary works.
