  • Ross Batten was a ward councillor in Whitby from 1980 to 1991, representing communities on the northern outskirts of town. He opposed a plan by Canada Post to designate local postal workers as contract-employees rather than full-employees in 1988, arguing that it could result in the office being shut down.[1] During the 1988 municipal election, he was described as a forty-four year old computer consulting firm president.[2] Batten was elected to a Whitby seat on the Durham Regional Council in 1991, highlighting tax controls as his main issue.[3] He was elected for the third Whitby seat. In 1993, he was appointed to a committee that examined methods to control expenditures in light of a continental recession.[4] He ran for re-election in 1994, and lost to Gerry Emm. He was subsequently chosen to replace Judi Longfield as councillor for Whitby's second ward in July 1997. This was a temporary appointment, and he did not run in the 1997 municipal election.[5]
