[edit] Protected pages
Anyone should be able to edit a page that is the frequent target of vandalism unless that page is protected. Regarding editing protected pages, well, it depends on what kind of protection is in place. Some of those pages are semi-protected, and anyone that has been registered with their user name for more than 4 days will be able to edit them (anonymous users [IPs] cannot edit them at all). Others are fully protected, meaning that no one except administrators can edit them. So you should be able to edit semi-protected pages at this point, but not fully protected pages. Typically, articles that are frequent targets of vandalism are merely semi-protected, not fully protected.
