President George W. Bush signs H.R. 3908, the Reauthorization of the North American Wetlands Conservation Act in the Dwight D. Eisenhower Executive Office Building Dec. 2. Standing with the President for the signing are, from left to right, Rep. Robert Underwood (D-Guam), Rep. Wayne Gilchrest (R-MD), Sec. of Agriculture Ann Veneman, Sen. Robert C. Smith (R-NH) and Sec of Interior Gale Norton. The legislation matches federal funds with non-federal sources to promote public-private partnerships that conserve and restore the nation's wetlands.
