Western Harbour Tunnel Company

The Western Harbour Tunnel Company Limited owns the franchise to run the Western Harbour Crossing in Hong Kong.

It was established in 1992, as a joint venture company involving four Hong Kong conglomerates, led by the powerful state owned investment corporation : Citic Pacific Ltd., Kerry Properties, The Cross-Harbour (Holdings) Ltd, and China Merchant Holdings International.

Although Citic holds an effective stake of only 35%, it is structured so that it actually controls the tunnel operator through an intermediate holding company which owns half the share capital, in which it holds 70% stake.
