I wrote about the same issues when the Rollback drama erupted. That was the clearest case of different cultures and lack of communication, that you could wish for. Most of my comments on that matter are at Wikipedia:Administrators' noticeboard/Archive121#Wikipedia:Requests for rollback, and related threads. Some diffs: [1], [2], [3], [4], [5], [6], [7], [8].
