Phillips (fundraiser and awards ceremony, Phillips was the chairman of the group and his photograph appeared on the back cover of the booklet handed out that night, the night of July 5, 1985, in Baltimore, Maryland. People Not Politics was a political organization registered in the state of Maryland in the 1980's. By law at that time, any of its publications, brochures or booklets had to show the name of the treasurer.)
