The episode begins at Cape Canaveral. Sweet Polly is making a report about the first flight to the moon, and she is going with the astronauts. General Brainley tells Polly everything is ready for the blast-off, but a storm brews in, and Simon Bar Sinister and his assistant, Cad are responsible for it! They are testing out Simon's newest invention-- a Weather Machine. Simon plans to conquer the world with his Weather Machine, but the flaw is he'll get hurt, so can't use it on Earth. Cad tells Simon the only way he can use it is if he was somewhere besides the Earth. Simon and Cad subdue the astronauts, steal the spacecraft and kidnap Sweet Polly!

Simon, Cad and Polly are headed for the moon so Simon can use the Weather Machine against Earth. Polly tries to stop Simon, only to be subdued. General Brainley sends word for Underdog, who is stopping a war between neighboring countries. Underdog hears the distress call. Underdog quickly stops the war and heads homeward. Underdog arrives at the Capital and General Brainley apprises Underdog of the situation. Simon tells the World Leaders that he plans to use the Weather Machine against Earth, and if Underdog tries to stop Simon, he will harm Sweet Polly.

Simon starts demonstrating the power of the Weather Machine. He starts by creating a flood in the Capital Building, but Underdog creates a built-in drain, draining the water from the capital, and sending it out to sea. Simon's next demonstration is a bold of lightning, but Underdog chases it, bends it and tosses it into the sky. Then, Simon tries a tornado, but Underdog destroys it with his Atomic Breath. Simon tells Underdog, General Brainley and the World's Leaders that he's going to press all the keys on his Weather Machine all at once and destroy the earth unless the World's Leaders make Simon dictator!

The World's Leaders have one hour to decide the fate of the Earth. Unless Simon is made dictator, he's going to press all the keys on the Weather Machine. Underdog knew it'll be impossible for him to stop tornadoes, earthquakes, floods, hurricanes and many other natural disasters all at once. As Simon said before, if Underdog tries to stop him, he'll harm Sweet Polly. Additionally, even if Simon spotted Underdog nearing the moon, he would press all the keys on the Weather Machine and destroy the Earth! Underdog uses his Energy Pill to make himself invisible. Underdog flies to the moon and confuses Simon and Cad and defeats them. Underdog destroys the Weather Machine and rescues Sweet Polly. Underdog and Polly return the stolen spacecraft to Earth, and bring Simon and Cad with them so the Military Police can arrest them.
