Survivor Count: 47,958
Three days following the destruction of the Olympic Carrier in 33, President Laura Roslin is invited to visit Galactica with full presidential honours. Commander Adama takes the opportunity to make a good political impression and help ease her anxiety as leader. Roslin is also present to observe docking procedures during a water transfer operation to the Virgon Express. As a warship, the Galactica recycles nearly all water onboard for long term missions, but most of the other ships in the civilian Colonial Fleet must top off water reserves periodically.
During the transfer, a series of explosions suddenly occur in the potable water tanks, and Galactica vents the majority of its vital water stores into space. Just prior to this, Galactica-Boomer recovers from what appears to be a trance, and much to her confusion, finds herself in an equipment room, soaking wet, and with a bag of explosives at her feet. After the blast, she realises that she will be suspected for being a Cylon agent and the saboteur, unaware that she actually is. She shares her confusion with her lover, Chief Galen Tyrol, who believes someone is trying to frame her, and works to cover up any evidence that might incriminate her. After explosive detonators are discovered missing from a small arms locker, Commander Adama orders an investigation, but no suspects can be found due to spotty record keeping and lax security protocols. Adama concludes there is at least one Cylon aboard the Galactica.
The remaining potable water supplies can only provide the fleet, which includes 45,265 civilians, for a few days. The fleet goes on emergency water rations, and repairs are started on the Galactica tanks. Adama sends the fleet's Raptors out to scout the local planetary systems for sources of water. Galactica-Boomer's Raptor detects water on one of these worlds, but she fails to recognize what her own ship's sensors are telling her. After what appears to be an internal struggle for concentration, she regains control and reports the discovery of water to Galactica. She also discovers one of the missing explosive devices aboard the Raptor, unsure of how it got there.
Adama and President Roslin come to the conclusion that there are Cylon agents among them, and ask Dr. Baltar to complete the development of a "Cylon Detector" to screen everyone in the fleet. Baltar complains that there are limited resources for testing, and Adama appoints Lt. Felix Gaeta to assist Baltar with gathering the necessary supplies. Impressed by Capt. Apollo's courteous assistance during the Galactica tour, Roslin asks him to be her special military liaison and advisor.
Meanwhile on Caprica, Helo and Caprica-Boomer find that their Raptor has been captured by Cylons. They leave the area on foot when Boomer picks up a Colonial signal from the nearby city, suggesting that there may be other survivors on the planet.
