This is used to format a link to a public watchlist; The arguments are:

1. Prefix - the location of the watchlist, e.g. User:JesseW/Watchlists.
2. Name - the name of the watchlist, e. g. Interests.
3. Description - a longer description of the watchlist, e.g. Pages I'm interested in and watch for vandalism.
