Judging by http://www.watchmanltd.co.uk/Watchman_Handbook-2.pdf this scheme is those black signs which flash the speed limit at you (not your actual speed) if you're going too fast. The current article implies that drivers opt in to the scheme, which I'm pretty sure is incorrect. I'll edit accordingly. Fish-Face 00:54, 22 July 2007 (UTC)
