SR 538 or College Way is a large cut-off from I-5 to SR 9. It goes from Mount Vernon to Baker Heights in Skagit County. it is mostly in the city limits of Mount Vernon.

SR 538 begins going east from I-5 towards the Skagit Valley College. Then, 538 keeps goes east to Hwy. 9 in Baker's Heights.
