This is Fig 4. of "Atmospheric Vortex Engine", US Patent Pub. No. US2004/01112055, Published June 17, 2004. Although the invention described by the picture is patented and its manufacture may have commercial restrictions, the figure describing the invention is in the public domain as a condition of issue. The patent is available from numerous on-line links, including the U.S. Patent Office.
