The original image was released as freeware on the OpenVMS Freeware CD 4.0 (see [1] for the original image, and [2] for information about OpenVMS freeware). As freeware, it is available for any use.
The original image incorporated the logo of Digital Equipment Corporation (DEC), which created the OpenVMS operating system and owned it at the time the image was created. This version of the image substitutes the HP logo, as HP is the current owner and developer of OpenVMS. (DEC was purchased by Compaq, which was purchased by HP.)
Fair use of the HP logo itself is covered at image:Hewlett-Packard.svg.
