I would like to know why in the reference section instead of some of the references being displayed it shows "Template Journal" Elmart 12:29, 12 February 2007 (UTC)

This article has one of the highest proportion of weasel words I've seen outside of an advertisement. There's lots of inflated language, but it all seems to swim around a point which doesn't need to be made -- that information is not tied to a particular medium. An examination of the Benefits section will make the justification about deletion.

"Full and equal access" between users? This is a matter of policy, not technological implementation.

"Available through Internet anywhere and anytime"? Means Internet access is convenient, but so what?

"Storage efficiency". Something the cavemen were concerned about. Hasn't changed since.

"Databases research capabilities" Yes, it's true, databases do need computers. Point?

"E-book access" Ok. An e-book is a form which can be stored in many places, and is therefore virtual. Almost a circular definition.

Interlibrary loans were done before computers existed.

I.e., whatever a "virtual information service" might be, it appears to have nothing unique, or even much characteristic. A lable with no function.
